RE:SUPPORT OF SELF-REGULATION

Dear Mr. Pitofsky,

In response to the Commission’s request for additional comments following the hearing held June 10, 1997, I as a Licensed Private Investigator, use the Public and Non Public records. My investigations are of a confidential nature and, in the Accident Investigation Reconstruction, I depend on any and all information I can rely on to get the proper results. These records do not go beyond my investigation.

I may recall information from the FEDERAL, STATE, AND LOCAL authorities to obtain the results to show a complete and intelligent report.

It therefore would be best, if the regulation of such practice be left to the Board of Private Investigators to monitor such actions. The Texas Board of Private Investigators require a substantial insurance Policy, an annual licensed and an Identification. card on an annual renewal fee.

Our Agency, The Texas Board of Private Investigators is aware of any and all problems and already regulate the practice of the Industries.

When The different Makers of the Motor Vehicles require a complete history of an accident and these records, make a very large impact, It is a MUST, That this type of Investigation be free form outside interference.

THEREFORE, I ASK YOU SUPPORT THE SELF REGULATION AND WORK WITH THE INDUSTRY TO SUCCESSFULLY BRING ABOUT POLICIES THAT WE CAN LIVE IN A FREE SOCIETY.

RESPECTFULLY,

Richard C. Searl
