Via Fax: 202-418-0801 Dear Mr. Chairman: My name is Frank Huschle and I am a licensed private investigator in the State of Texas. I am a regular user of public and non public records, including credit header information that does not fall under the Fair Credit Reporting Act. I fully support self regulation of these records. Being able to access these records is vital to perform and offer my services to attorneys, insurance companies and people in the private sector. I have been able to locate witnesses to serious accidents, missing heirs, lost parents, etc. in whole or in part by using the information that is in these records. I use the information for these purposes and do not release it to anyone else. I am a professional and act in a professional manner. The information I obtain is strictly confidential. Let's leave it to the information industry and our industry to manage privacy protection. If any of our industries violate someone's privacy (which only happens rarely) they will be out of business. Do any of us want that? A few people out there have knee jerk reactions every time something appears in the papers regarding someone's privacy being violated. It get's a lot of media coverage and draws a lot of attention but this sort of thing does not happen that often. Are there a few bad apples that ruin it for the majority that are trying to do society some good and provide an honest and decent service to people? Yes. But every industry and occupation has it's share of bad apples. It's the price we pay to live in a free society. If all of this information closes up, only a select few will have access to it. This could create monopolies and well as other problems. I respectfully request that you support self regulation and work with information and licensed investigative professionals to successfully bring about policies and guidelines that we can all live with in a free society.
