Telemarketing Review--Comment FTC File No. P994414

The FTC should mandate telemarketers furnish working & accurate 10 digit CNID (Calling Number Identification) on all calls.

At present, the FCC mandates that IXC's {long distance carriers}must transmit the data if feasible, but there is no requirement that the local LEC supply same. There is one class of telephone service ("CT1") that (unlike POTS and ISDN-PRI) generates just 'unavailable' not a number.

Telemarketers seem to gravitate to this service. By requiring them to furnish working (and correct!) data & use a IXC that delivers same; consumers would have a means to identify who to file complaints against. Most callers refuse to identify the actual telemarketing contractor, and despite the laws, fully automated calls with NO human to ask still are occurring.
