Thank you for the opportunity to be heard on this issue. I would like to see any action that would reduce / elimate number of calls, including total elimination. Being realistic and not expecting elimination, the suggestion below if implemented would be very helpful.

Especially aggrevating is answering the phone and finding no one on line. I strongly suggest the following law/rule:

"All calls that are answered within the first 4 rings must have a person representing the telemarketer immediately on the line to talk to the callee."

This would eliminate all the times (at least 50% of the telemarketing calls) that require the callee to go to the phone, pick it up, be greeted by silence, and wonder for the next few hours who was trying to reach them, and if it was an emergency.
