McGuire Appointed Chief FTC Administrative Law Judge

Federal Trade Commission Chairman Timothy J. Muris has appointed Stephen J. McGuire to serve as Chief Administrative Law Judge at the FTC. McGuire replaces James P. Timony, who retired in late January 2003 after 27 years as an FTC ALJ. McGuire currently serves as an Administrative Law Judge with the Environmental Protection Agency, as well as Alternative Dispute Resolution (ADR) Neutral in the EPA's office of Administrative Law Judges. He will assume his new post on March 3, 2003.

At the EPA, McGuire has adjudicated over 200 administrative cases, including the Clean Water Act, the Safe Drinking Water Act, the Clean Air Act, and the Marine Protection, Research and Sanctuaries Act. He also adjudicates delegated disciplinary cases from the U.S. Patent and Trademark Office, the Treasury Department, and the Internal Revenue Service.

A graduate of the University of Kentucky and the South Texas College of Law, McGuire previously served as an Administrative Law Judge and a National Quality Assurance Review Judge for various offices of the Social Security Administration. He has also worked for the U.S. Department of the Interior Board of Contract Appeals, the Teton Dam Board of Appeals, the Interior Board of Mine Operations and Surface Mining Appeals, and the Interior Board of Land Appeals. He is a member of the Virginia, District of Columbia, Texas and Kentucky State Bar Associations, the American Bar Association, the Supreme Court of the United States, the Court of Appeals for the Federal Circuit, the Forum of Administrative Law Judges, and the Boards of Contact Appeals Judges Association.
