A consumer should be able to attach specific meaning to this labeling. I think the requirement to attach this label to a product should meet two tests: (1) Final assembly was done on U.S. soil using American worker, (2) 90% of purchased components used in the final assemble should be produced meeting these same standards. Therefore, 10% foreign produced parts (based on. dollar value) would be allowed and still say "Made in the USA." Products that don't meet these test are OK, they just can't say "Made in the USA".
