Gentlemen:

     On behalf of our client, ITT Industries, we hereby request that Mr. Steven Haywood, a representative
of our client, be permitted to participate in the "Made In  USA"  workshop scheduled for March 26 and 27,
1996.

     Mr. Haywood is in charge of customs, country of origin marking and related areas with respect to
imported merchandise handled by ITT Automotive of Auburn Hills, Michigan.  ITT Automotive deals in
automotive parts, both OEM and aftermarket.  We suggest that input from knowledgeable automotive
industry personnel is important for your workshop.  Particularly in view of the special rules which apply to
automotive goods under the NAFTA, interplay between FTC rules and rules administered by the U.S.
customs Service Relating to country of origin claims and requirements can be extremely complex, and
sometimes result in situations which are unnecessarily restrictive to U.S. industry.
