The Commission has reviewed the Petition for Exemption from its trade regulation rule entitled "Disclosure Requirements and Prohibitions Concerning Franchising and Business Opportunity Ventures," 16 C.F.R. Part 436, which was submitted by you on behalf of Rolls-Royce Corp. Because the petition raises issues that require further consideration, the Commission has decided to request public comment for a sixty-day period on whether the exemption should be granted. A copy of the notice that will appear in the Federal Register is enclosed for your information.
