My opinion is a simple one - in order to promote the widest possible distribution of the Do Not Call Lists, these list should be freely available to any registered business. Charging any fee at all will reduce the spread of these lists and reduce the intended positive effect of the legislation. If you truly want to protect the consumer, then I would kindly suggest to make these call lists free. The government does not charge for access to the OFAC list for the same reason - to promote it's widest distribution. (Just think of the outcry if there was a charge for that list!) If you charge for the DNC lists, you are siding with the corporations and not with the consumers that you are there to protect.
