Please count us against this proposed legislation. While the intent is to protect potential business opportunity prospects, the result will be the opposite in that many people with the entrprenureal desire to start a legitimate home-based business like ours with the Shaklee Corp. will be denied the opportunity due to the "Red Tape" requirements proposed in this Rule. We are aware that there are "Scams" out there, but the vast majority of Networking and Multi-Level Marketing Home- Based Opportunities are legitimate and have resulted in many, many more success stories than horror stories. Please do NOT legislate away the opportunity that millions want and need to have the choice to pursue. Respectively Submitted, Bill adn Hedy Vann
