Dear Sirs, I am not in business yet but the conditions for this ruling surely dampers a small operation. There is so much red tape as it is now. If someone wants to be in a downline yes they do need to do their homework and make sure they are dealing with a honest person. I do not agree with the ruling that is to be considered. Sincerely
