Dear Sir or Madam, I am writing in regard to the proposed business rule R511993. I began our company as a stay at home American Mom with a dream. I wanted to have a business and keep my freedoms of faith and family first while bringing an income into our family. I quickly realized many other women were like me and my dream could help them. We began with very little money and worked very hard over the last 6 years to help thousands of women across the country. I understand and appreciate your protection as a consumer, I would also hope you would protect the American dream to start a business. The creation, building, funding and growing of a business is difficult and when a person pushed through the unimaginable it become the possibility of a future for others. The proposal to have a 7 day waiting period seems extreme and has implications that this in not an industry that you can trust and should wait 7 days to think about it. I do not have to do that for a house or car purchase and both of those have a much higher risk than starting a home based business. Our representatives, many of whom are Moms like me, will find this to be a discouragement to the direct sales way of doing business. The delays are really just unnecessary and only inhibit the free exchange of doing business in the United States of America. The issue of 10 regional references also blocks fair opportunities for anyone wishing to begin their own company. I made this decision once I looked at the industry and I did not need 10 references to make that decision. This type of requirement would be in direct conflict with the relationship raised as a new person in the industry as she would have to trust the references to be beneficial to her sponsoring efforts and she as a new person would be at the mercy of references that may not be accurate. Of course there is the time consuming nature. In conclusion, I love living in a country where the FTC protects me as a consumer, I also appreciate the ability to start a home based business in my kitchen and have a success story that other women, American women, can emulate. These restrictions would have made my decision to start my business that has helped thousands of women, almost impossible. I respect the authority of the government and I also respect the ability to be heard on behalf of our sales force and future entrepreneurs. I am in favor of consumer protection and not in favor of blocking the American way what could potentially be the end of my business and income for my 4 children and myself. Thank you for considering not only my small company but also the millions of direct sales people across the country that has a dream. Sincerely, Nancy Bogart
