I greatly appreciate your desire to make soliciting people to start up a home business more ethical. I think that requiring a waiting period and references is not too much to expect of someone promoting their business, and who is asking people to produce money to join. I think this will greatly decrease the number of ongoing scams. Being required to wait will help a potential victim think things through more clearly before rushing into something because of emotional hooks; and, hopefully, will encourage them to seek advice. If a business opportunity is a good one, and someone is truly interested, I believe that waiting a week and looking into the business more fully will only encourage and strengthen their interest. As a PartyLite consultant, I do not believe that it is too much to expect of me to give an interested party a week to consider the opportunity, and to provide references to give the person other opinions and experiences beyond my own to base their decision on.
