Comments:Sirs: Instead of the changes you include in your NPR, I would rather see companies who offer business opportunities have to register with the FTC, and provide the FTC with an annual report. Potential opportunity buyers could then look up the company on a website during a three or five day rescission period to do their due diligence. By doing this you lower the risk of fraud better than you do in your NPR, you standardize the reporting format, lower the cost of enforcement, while increasing the likelihood of success of enforcement.
