To whom it may concern: I agree that illegitimate opportunities need to be exposed and guilty parties punished. I'm greatly concerned the proposed rules will greatly affect the viability and profitability of legitimate businesses. Weighing these businesses down with over burdensome regulations and paperwork will cause unnecessary financial hardship, forcing some out of business and depriving others of a business opportunity that could help provide for their family's needs. It is through the opportunity of owning a home based business I have been available to help with the needs of our granddaughter who suffers from cerebral palsy. Without this opportunity additional, unnecessary pressure, would be placed on my son and daughter-in-law in caring for their daughter. We are so grateful the home-based opportunity was available to us. Please, don't use a broad stoke with your corrective brush and punish the legitimate businesses while doing away with the scoundrels. Sincerely, Dwight Romey
