To Whom it May Concern, It is with great concern that I write this with regard to Business Opportunity Rule R511993. I became involved in the direct sellig industry 9 years ago for the purpose of developing a secondary income which will supplement my pension at retirement in 2002. I'm happy to say that I have been retired for 4 years, now, and the income generated from my home based business has afforded me a comfortable lifestyle. Also, I have found that the personal growth I have experienced from being involved in this industry would never have happend if I hadn't started my own business 9 years ago. The books I have read and the tapes I've listened to have resulted in greater self confidence, and better people and communication skills Also, passage of this rule would have a very negative impact on my income. To be specific, I feel that the 7 day waiting period casts my business in a negative light. Most people joining my business are eager and enthusiastic to get started and to begin taking the product. That would be lost if they had to wait 7 days, and would causes suspicion. Also, the record keeping would become very burdensom. Legitimate direct selling companies, inclucing mine, have provisions in place for individuals to obtain a refund if the choose not to do the business. I'm also concerned about the proposed need for references. This is highly impractical and presents privacy and safety issues. What would prevent an unscrupulous member of another company from obtaining a list of members of my company and using that list for unethical purposes? And, it would take away from my time to build my business if I had to answer calls from someone else's referral list. I do appreciate your concern for protecting individuals from being taken advantage of by unscrupulous people. However, passage of this rule would unfairly harm the millions of people who are involved with legitimate direct selling companies. Thank you for your concsideration in this matter. Regards, Margaret Smith
