Dear Ftc, I have been afiliated with the Quixtar Organization for a number of years. I have never been fooled or taken advantage of in any way. If you apply the rules you have proposed to legitimate oppurtunities, it will not protect the people looking for a good oppurtunity it will hinder them. While the business scams designed to take advantage of people will ignore the rules and continue to rip people off. Inforcing the laws already in place would be a good place to start.
