I agree with the proposal that prohibits Multi-level Marketers to decieve. I lost $10,000 in Quixtar. I was given very false projections, e.g. - poorest diamond making 400 k (It is much lower than that), - Quixtar being a joint venture of Microsoft and IBM - Quixtar responcible for making so many "millionairs" in 5 years. Infact those were it's parent, Amway which was around for 50 years. It is not banning MLM or any thing, and disclosure for information is always good in my opinion. An analogy: Whenever I cross US border, I have to go through a process where NIS offcials ask me many questions. I don't mind giving that information since I have nothing to hide. And if that makes the country where I'm going secure, so be it.
