Dear FTC: I, as an independent business owner, powered by Quixtar, am concerned by the proposed burdens placed on business owners by the Business Opportunity Rules (R511993). I have been a business owner for only 7 months, and feel these requirements would infringe upon my ability to build a successful business. Quixtar IBOs are very informative when presenting business opportunities to prospects, however, I believe requiring me to furnish tax forms would be infringing on my privacy, and, at this time, impossible, since I am just starting to grow my business. The waiting period would also damage my business, as well. We are not selling guns here! What is the purpose of this rule? This is a solid opportunity that rarely is acted upon, in my experience the night of the presentation. Prospects usually have several days to check out information, after they leave the presentation, and are given information to read and review. Placing a required waiting period on registering business owners is unfair to the prospect, as well as the person signing them up. When I began I was ready and excited to get started. This would have been frustrating governmental red tape that would not have helped me in any way. Besides, this company is solid. We have $100% guarentees and money is fully refunded when someone is not satisfied. Why does the government need to set up more hurdles for people trying to own a business, but not in other areas (Is there a 7 day wait to sign up for college, buying a car, or a home?). Additionally, the requirements to have litagations available is absurd. We live in a sue happy society. How could the IBOs keep up? What happened to the responsibility of the consumer? Do doctors have to present patients with all their pending legal suits when they see a patient? Does McDonalds have to post all pending suits to their customers? Don't we live in a free market society? Let the buyer beware and make informed decisions. I would be insulted if all of this were given to me when I looked at the business. Who would buy anything under these terms? NO ONE! You would be stopping us from growing our businesses by these restrictions. I feel it would bee inappropriate to be releasing personal information from IBOs to use them as "references". I would NOT like my identifying information handed over to some people. This is an infringement on my right to privacy!!!! Our business has a very small start up cost and these burdens are too great for the average IBO to perform. In scanning the original proposal, I seemed to detect that this was for more risk intensive business ventures. However, I am concerned with the passing of these regulations in any area. It is just one small step from their business to mine. My hope is that you do nto move forward with all of this red tape for business owners and sellers. Thank you for your time. Val Montgomery
