to whom it may concern, i send these comments with best regards. i first of all would like to commend you for the work that you do. because you are there we as citizens of the u.s. know that we are protected from many scams. however as it relates to "business opportunity rule r511993", and as a new participant in network marketing i believe this proposed rule would create an undue hardship to small independant rep's like myself who are only looking to better our lives and those of our families. there are several aspects of this new rule which seem to need further review. such as, the seven day waiting period which cast the direct selling plan in a negative light. also the elimination of the $500.00 business threshold, and the litigation reporting as it relates to the question of either winning or losing. as i mentioned earlier, i am greatful for your service in what is most certainly a difficult responsibility. and i would like to thank you for taking time to review my request. sincerely, john jacks
