this proposal is unfair and unwanted by the majority of direct marketers. it will create a process that makes the new person unsure of the entire industry. Your attempts to safegaurd the free enterprise system are noble but, these proposed changes are not the answer. Please reconsider your efforts to clean up the illegitimate businesses that are giving our industry a bad name. thank you
