Federal Trade Commission/Office of the Secretary, Room H-135 (Annex W) Re: Business Opportunity Rule, R511993 600 Pennsylvania Avenue, NW Washington, DC 20580 RE: Business Opportunity Rule, R511993 Dear Sir or Madam: I am writing this letter because I am concerned about the proposed Business Opportunity Rule R511993. I believe that in its presented form, it could prevent me from continuing as a Marketing Associate with Life Plus International and damage my small business. I am a retired U.S. Army Officer (25 years) and I have been a Marketing Associate with Life Plus International for more than 10 years. I started my Network Marketing business because of the products. I was so happy with the products and finding a legitimate company (manufacturing history dates back to 1936), I decided this was an ethical home business. Now my family depends on this extra income to supplement my Army retirement check (it’s hard to live on of part of what you used to make). Please don’t destroy my small business we need it! Some of the sections in the proposed rule would make it hard or almost impossible for me to sell the Life Plus International products. This waiting period will give the public the idea that there’s something wrong with me or our plan and also reflects badly on me. I also think this seven-day waiting period is unnecessary, because Life Plus International already has a 30 day money back guarantee policy for all products. One of the most difficult sections of the proposed rule is the seven day waiting period to enroll a new Life Plus International Marketing Associate. Life Plus International is absolutely free for a customer member or a Marketing Associate to join. They have promotional tools, but no requirement to buy any sales kit. Basic promotional tools (i.e. a pack of 25 brochures costs $4.00 or 25 complete catalogs for $18.75), a Marketing Associate simply chooses what they would like to use or choose not to use any of the printed promotional materials. They can choose to use the several different affiliate type business and product websites provided for us free to use by Life Plus International. Individual consumable products cost from about $3.50 to $65.95. People buy TVs, cars, and other items that cost much more than that and they don’t have to wait seven-days. Under this waiting period requirement, I will need to keep very detailed records when I first speak to someone a prospect and will then have to send in reports to my company. I am a small home business and this burden hurt or destroy my business. This proposed rule is bad Thank you and please help me. Sincerely, Gary L. Wells
