Federal Trade Commision Ofc. of The Secretary H-135 (Annex W) Re:Business Opportunity Rule 11993 Dear Sir/Madam I am so flabergasted, shocked, surpised and crushed with such a fettered restrictive and suppresive, totally partisan, proposed rule that I cannot hardly express my frightened emotions concerning your propsed third reich threat to the mom and pop small mlm businesses in our country. What would you say if someone referred you to some great restaurant they had a good dining experience at? Would you tell them you are on the honor system and you can't trade at that restaurant until after 7 days had passed to give you time to think about it - according to our proposed rule 11993? DPS only needs 24 hours to decide whether I should buy a hand gun or not. MLM is a hearts and flowers mom and pop business . . . What is your problem? You want a potential customer of mom and pop to wait 7 days before they can trade at their MLM store when you know good and well that mom and pop businesses stay alive through referrals. Why don't you just propose a rule that totally closes them down rihght now, cold turkey, instead of letting them die a slow agonizing death as your proposed rule will cause? Since most businesses depend on referals to stay alive why do you not understand that your Business Opportunity Rule 11993 shackles freedom of speech? Do you honestly, really truly believe, that 7 days wait is necessary before one who has been referred to a mom and pop small business can begin trading at mom and pop's mlm store? You're in George Bush's administration. His administration has been involved in promoting mom and pop small businesses in this country. Do you deem yourself and his administration, unworthy of the revenue (billions) generated by the mom and pop MLM businesses each year? You yourself are kept alive and well due in part to the tremendous revenue (billions) each year from mom and pop MLM businesses. Yet you are now proposing to bite the hand that feeds you. Shame on you for such dunce-like political helium proposals. I wonder what Mr. Bush would think of your shackling the mom and pop hand that is feeding the troops over seas, and funding ammunition to fight for freedom. With this stupid proposal, absolutely stupid proposal, you are actually going to be the cause of lowering the revenue (billions from MLM) that is helping to fund the wars and all other govt. programs. Shame on you for your proposed unpatriotic hampering of funds (billions) to programs developed since 9/11. The stupid out of the clear blue sky, whimsical knee jerk proposal of Rule 11993, should go into the trash heap and hopefully Mr. Bush and others of his administration don't hear about your unpatriotic hampering of revenue (billions from MLM) proposal. Another insult you imply to the millions of mom and pop MLM businesses is all of the veterans of the wars from world war II right up to the current ones, who are now mom and pop and grand moms and grand pops who are trying to make a living dreaming and hoping to fulfill the American Dream in their lives in MLM of which you are attempting to destroy. Small businesses have a diffiuclt time as it is when times are peaceful, but now you want to cruelly destroy mom and pop's dreams, hopes, and happiness. Does that sound familiar? ". . . and the pursuit of happiness." I liked Ronald Reagan's campaign slogan didn't you? Perhaps you forgot. Let me remind you - "WE NEED TO GET THE GOVERNMENT OFF OUR BACKS!" Please discontinue your third reich attempts to destroy mom and pop, for in doing so you also destroy the hand and revenue (billions) that feeds you and your own families. What do you say, how about encouraging mom and pop instead of destroying them. Why not wish them well instead of wishing them defeat. The Bible says, "Woe to them that call evil good, and good evil. Very Sincerely, Richard Hill
