RE: Business Opportunity Rule, R511993 I have read the comments on adding legislation to require all businesses offering other business opportunities to give the prospective recipient mandated documentation regarding the status of the offer. This Rule is too broad as it would encompass companies that offer product as well as opportunity to make more money if they get more people to use the products - yes, this is MLM. MLM is a form of marketing and does not have to be a business opportunity unless the person decides to take advantage of it. The Rule would add to the bureacracy with businesses that do not need policing - granted - there may be some businesses that require significant sign up money - but that is not true MLM. The ruling is unnecessary for most MLM's that have been up and running for a long time. The ruling as stated is too broad and will cause too much restriction on upstanding businesses with business opportunities. I am asking that you not add this rule to the legislation.
