The rules you have proposed are best described as "Draconian" and as such will make it impossible to conduct what is a legitimate business opportunity for all people regardless of their financial wherewithal. The Quixtar business is a fair and equitable opportunity that rewards those who are willing to put in a reasonable effort. Not unlike any other business or occupation. We feel that anyone exposed to ANY business oportunity should be told the truth as to what it takes and be able to make a reasonable decision based on facts, not inuendos, or any other non-material negative nonsense. We hope you seriously amend your proposed regulations and allow for reasonable people to make their own reasonable decisions while at the same time control the not legitimate "get rich quick" schemes that seem to flourish.
