As a small independant business owner, I am always concerned when artificial barriers are placed in our way and regulations are enacted that cause those barriers. I am fully aware of the reality that some people operate in an unlawful manner and I understand the concern of regulators that those abuses must be addressed. However, in general, I have a great faith in the ability of the American public to take care of themselves and be able to recognize fraud and lies when they are presented. Sometimes I think the government regulators think that the public must alsways be protected by someone else. I feel it's a little like our children wheere we don't want them to fall prey to any harm, but sometimes we just have to let them learn for themselves. We can't really protect them always from everything. Similarly, the people who I deal with in my business are generally pretty intelligent adults who have a choice to enter into business with me or not. If I lie to them or defraud them in some manner, my experience is that they will vote with their pocketbooks and I won't be allowed to do business with them again. Placing artificial barriers in the way of small business owners like myself just makes it more difficult and time consuming to operate my business. This, by its nature, leads to hesitation and slows down the process of building and developing my business. I don't see where there is any benefit to myself or to the government in slowing down the development of business. As I said, I realize there is a need for a certain level of regulation just to keep small business accountable. Having read these proposals, I feel that in general they create slowness and hesitation without really protecting anyone from the real criminal who will just lie about or ignore the regulations.
