Requiring a business owner to provide 10 reference names would preclude new businesses from getting started quickly. How does a new business owner provide 10 references of his own to franchise out into new business? Further, requiring 7 days of waiting prior to registration merely slows the process without any benefit to the prospective business owner. In fact, it would most likely inhibit the prospect by allowing for other life-factors to come between them and their decision to start up a new business venture. I would propose definite disclosure of the pay schedules, but no 7 day waiting period, or 10 reference requirement.
