July 13, 2006 Dear Sir or Madam: In reference to the Business Opportunity Rule R511993, there seems to be too many loopholes for dishonest people to take advantage of. At best, the buyer should be aware of any claims made by a representative, and do their own due diligence as to the claims made by the representative. Most of what I read about the new proposed ruling would only hinder honest people, and not deter dishonest people. The $500 minimum should be raised to $1000. There should not be a waiting period. It is not practical in the real world. Suppose I go to my relatives in another state. The waiting rule would hinder me trying to to grow a home based business out of my immediate living area. The list of nearest references would also not be practical when I visit relatives and friends about my home based business while not in my immediate living area. It would slow me down since I would not know any references out of my area, and cause a lot of extra work in order to comply. This extra work would be bourne by XanGo corporate and myself, and probably many people in between. All this for one prospect. Dishonest people will have a slew of dishonest people who could substantiate claims and income concerns. So, it appears the ruling will only hinder honest people with a valid home based business, not the dishonest people who thrive in America. What needs to happen is to not let criminals out with only serving 5% or 10% of their deserved sentence for crimes committed. I know a woman who served only 2 years while given 20 to serve. What is her motive to go straight? Criminals seem to have more rights than victims. Why aren't prisons uncomfortable? Why do criminals not fear going to jails? Maybe it is because jails represent food and shelter without working for it....... All the comforts of the womb..............life on easy street..........No bills............... Please cancel this ruling and set your sights on preventing criminals from wanting to be a criminal, not just becoming a speed bump on their highway to evil service. Teach criminals right from wrong, from which they may not depart. Make punishment seem like it is a punishment, not air conditioned resorts with cable TV and computers. Provide more education to criminals, perhaps, and they might decide to use it for good. Become hard on return criminals. Please do not reward them for returning to a life of theft and ruining other people's lives. Please do not pass the ruling as currently written. Thank you. L. Stringer
