July 12, 2006 Dear Sir or Madam: I am concerned about the proposed Business Opportunity Rule R511993. As presented, the proposal would seriously impact not only my home-based business but the entire legitimate direct selling industry. The result of this likely well-intended but ill-conceived rule would be to deny the consumer access to a wide variety of products and services offered by direct sales companies. In addition, it would severely limit—if not eliminate entirely—for millions of Americans the countless viable business opportunities available in this industry. Points of concern include the proposed 7-day waiting period, excessive “disclosure” and reporting requirements, and other regulatory measures imposed on the individual business owner, resulting in an odiously complex and destructive system of rules reminiscent of the federal tax code, and the potential for opening a Pandora’s Box of unintended consequences for the average American who is simply trying to get ahead—or at least keep up—is enormous and frightening. Someone said “A free life is a good life.” And Thomas Jefferson noted that “ … the government that governs least, governs best.” I say “Fair’s fair—and this rule isn’t” Thank you for your consideration.
