I am appalled that, in this day and age of identify theft concerns and privacy acts galore, that a branch of our government would recommend a ruling such as this that would require a person to give another person such personal information on perfect strangers such as name, mailing address and phone number in order to conduct their personal business. You are Assuming Wrongly that your recommendations would make the marketplace a safer place. Thank you for reconsidering these harmful, hurtful recommendations.
