I understand the complexities involved in trying to regulate an industry where greed often results in some abusing the free system of enterprise. You have a difficult task made more difficult by deception. The regulations you propose will be unfair to people like me who genuinely want to help people. Instead of regulations that will cause expense, paper work, unfair waiting time, and will still not eliminate the abuses to the free enterprise system, I would suggest you come up with regulations to stop the abuses rather than penalize an entire industry bacause of the greedy.
