To Whom it May Concern regarding business opportunity rule R511993 I have been in direct sales for about 5 years now, and my experience has been for the most part a positive one. It has allowed me to earn an income doing something I enjoy, and that is helping people. While I can understand your concern in this matter, I feel that the negative impact this rule will have on legitimate business will be far stronger than on fraudulent business practices. The seven day waiting period alone casts a shadow on the credibility of an opportunity, and requiring references would create a tremendous burden for the legitimate business, while not detering dishonest business practices by those doing it now. I feel your intentions are good, but will not accomplish what they set out to do. Small business already has too many obstacles to overcome and deal with on a daily basis, please do not create another group of them. Thank you, Ron Harris
