Dear sirs, This 16 CFR Part 4370 (Notice of Proposed Rulemaking) is, in my opinion, extremely too restrictive. There are too many requirements that would be detrimental to the business as a whole. The economy depends greatly on this financial tool. It is true that scamming is a problem. But, to over-restrict those of us who are doing business fairly and correctly is in error. Please do NOT pass 16 CFR Part 4370 since it could ruin many, many businesses. Sincerely, Robert Ledden
