Gentlemen: I am greatly concerned about the extremely detrimental impact proposed Rule R511993 will have on my ability to conduct my business. I understand your desire to protect the public, but this ruling will not accomplish that. As the bad guys already do now, they will simply ignore these proposed restrictions. By the time you find out about their shoddy business practices, they will be long gone and probably operating under a different name. If excessive legislation could eliminate criminal activity, we would have eliminated crime many years ago, with all the laws that are already on the books. Only reputable individual business persons will be saddled with useless and unnecessary paperwork. Making distributors' and purchasers' identities public puts people in jeopardy. Other businesses are now required to keep personal information strictly confidential. This proposed ruling is in violation of the Privacy of Information Act. You propose to open up another avenue for identity theft and personal safety. The earnings claim - How often do corporations attract people by talking about great earnings opportunities and growth opportunities, which often do not materialize. Advancement in a corporation so often depends on whether your manager is competent and likes you or not. Now I have the opportunity to make my own future, depending on my own work habits and not someone else's whims, and you propose to take that away from me. Self-employment and achieving individual potential is (or was) the core of the American spirit. That's what we fought for 200 years ago. That's what we must fight for now. Yes, some governmental protection is necessary, but it is impossible for government to do everything for us, unless we all become government employees. There has to be a balance. When did we go from being a nation of people seeking freedom, to one of seeking benefits? I would rather be self-employed than on welfare. Disclosure - Are you planning to require auto makers to tell us how many lemons they have produced over the years and the number of people who have wanted to return their cars? Are you planning to make automakers disclose the results of the lawsuits they have been involved in and, especially, the settlement terms? Many people have died because of defective automobiles, yet automakers are allowed to keep such information from the public. If such data were required seven days before purchasing a car you would hear such a howl from Detroit, and they have the political and economic clout to make themselves heard. Apparently it is easier to focus on individuals who are not organized and can be ignored, and then say that something really important has been done. Please reconsider this ruling. It will do far more harm than good. Respectfully,
