In my opinion this rule is penalizing the real entrprenuer. There should be very strict fines and legal action on those who ARE found guilty of scamming people. However, these limitations on all legitimate businesses will likely put a damper on entrprenuerism. My belief is that strict application to START a new company might be a more effective than to impose these regulations on existing businesses with integrity.
