We are in a global economy where eCommerce allows for any business owner anywhere to connect with a variety of consumers without respect to borders. In a business environment that relies on FedEx, email and the web to conduct business, to restrict any requirements to a local geographic area would not only be restrictive, but it would be contrary to the support of web-based businesses.
