FTC members, Thanks for allowing comment of this proposed rule change. I have been an independent business owner, affiliated with the Quixtar Corporation, since 1999. After reviewing the proposed rule changes, I personally think that you would stifle free enterprise, slow economic growth in this country, and most importantly violate the Constitution of the United States of America. A document that you as public servants, and ALL Americans should hold in high esteem. It is, besides the Bible, the most important document on the planet Earth!. Our rights should not be infringed apon. That being said, I would like to bring up point number 2, which is: There are too many rules and laws now. I believe that there are, currently in place, laws and rules that govern businesses of this type (network marketing); that these rules and laws are through enough to cover any illegal activity and businesses; and finally, you as our public servants need to enforce the rules and laws that are currently in place. Lastly, in regards to the Quixtar Companies business opportunity, it has been my experience and knowledge, that anyone interested or becoming an Independent Business Owner affiliated with Quixtar, has: 1) the option to terminate their affiliation any time 2) get their money back 3) there are documents given to them that spell out in entirety their rights 4) they are given information as to how much the average Independent Business Owner receives in monthly incomes 5) is shown information how income is generated 6) is told there are no mandatory requirements, and 7) it is their business, and they can do what they want with it, as long as they don't violate any guidelines set up by Quixtar (quidelines that cover rules of conduct, fair trade practices and legislative guidelines set up by the FTC) So, I personally believe that you should leave well enough alone. "If it ain't broke, don't fix it." Just enforce the laws and regulations that are currently on the books. Also, do not try to put a damper on the free enterprising spirit of honest American's. Suggestions: 1) If this law isn't in place, make it a rule or law, that any company intending to operate as a network marketing company must have it's business development plan approved and published by the FTC. 2) Have an FTC web site area, that posts all the network marketing companies, their business development plan, their marketing plan, their products and services, how income is generated, and how much income can be generated. 3) Have the FTC run an ongoing public notice in every home based business magazine, detailing information about how individuals can go to the FTC web page(s) and get information regarding various network marketing companies. I hope some of these thoughts help. Thanks for giving me the opportunity to share my 2-cents. Robert Kluge
