I am seriously opposed to this unnecessary rule and burdonsome, restrictive regulation. The way it's written, it would penalize even legitimate, honest, straightforward opportunity providers. Much better would be to require companies in the business of providing opportunities to register with the FTC and to provide various forms of information that the FTC could provide on a web site that would enable consumers to voluntarily investigate and compare various opportunities. Your so-called "proposed solution" to the problem is an appalling regulatory reach. I know it is well-intentioned, but it is VERY poorly conceived. PLEASE don't strangle small businesses like mine that are thriving BECAUSE we are honest and people trust us. Find another way to penalize those who are dishonest, manipulative, and crooks - don't hurt those of us who are out there helping people. Sincerely, David B. Whittle
