Dear Sir / Madaam, After reading the proposed rule changes I am not sure they will be of any benefit in their total effect. They will limit the access most people have to a business of their own. On the surface they appear to be protecting the interest of the person being presented the business opportunity. However, the complexity added to the process will also serve to give limit the person's belief the they will be able to successfully build a business of their own. I know for sure that I would not have gotten started in the Quixtar usiness opportunity I had to go through these proposals to build the business. I am a happy Quixtar IBO for the last 4.5 years, I am thrilled I get to work with some people of the highest integrity I have come across in my life. While we must agree that their a irresponsible people who will lie, cheat and do underhanded things with the goal of making a quick buck, we should never allow the presence of these people to curtail the right of others to an opportunity.
