Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, While I understand and appreciate what you are trying to accomplish, I'm concerned that your efforts will be counterproductive, depressive to the economy and fail to solve the problem. I ask you to please reconsider this matter carefully. Given the amount of legitimate business being conducted on the Web, this must have a serious impact on the those business, including putting many out of business due the expense of compliance. Yet, this will have little or no impact on less than ethical business that will continue doing business as usually. If anything, it will strengthen the positions of these annoying businesses that created the problem in the first place, as well as give an edge to businesses from outside the country that can skirt our laws. It seems to me that opt-in lists with the means to unsubscribe readily available and easy to use, with fines for non-compliance should handle the real problem of SPAM...provided someone pursues the abusers and flaunters of this system. Thepotential problems of this ruling far outway the benefits to the consumer. I urge you to reconsider its implementation. Sincerely, Janet R. Rodgers New Hampshire, USA
