I, like most people who use the Internet and e-mail, amvery much against unsolicited bulk e-mail or spam of anykind. The actions of Governments to curb this scourge isto be applauded by any thinking person. I am more than alittle concerned, however, about the proposed requirement formerchants to maintain suppression lists.I can understand why many people would consider this to bea step in the right direction but the problems this would createneed to be addressed. Please consider this proposal very carefully. The increased cost to business and ultimately consumersis only one consideration. I do not believe that the CAN-SPAM laws were designedto close down legitimate businesses who offer a servicethat is welcomed by their customers.If spammers were to gain possession of suppression lists,this legislation could add to the spam problem rather thanreduce it.Surely, internet users need to take some responsibilitythemselves. Many people subscribe to newsletters orrequest information regarding business opportunities orproducts and then forget that they have done so. Businesseswho receive details from these people and use those detailsresponsibly should not be penalised for the irresponsiblebehaviour of the consumer.Respectfully,Jacqueline Smith
