Re: CAN-SPAM Act Rulemaking, Project No. R411008To the Commissioners,I am greatly concerned about the problems that the Can-Spam act is causing to Internet commerce as well as Internet communications. In particular, the proposed requirement for merchants to maintainsuppression lists is particularly restrictive.This requirement will cause many problems and costs. It will also cause considerable damage to consumers and businesses alike. It is particularly and unfairly agrievous to small businesses and new startup enterprises so I feel I must urge you to consider this matter most carefully.Suppression lists will seriously damage many of the legitimate publications currently available on the net. It will cause great harm to publishers who require permission from the consumer prior to adding them to any list.This requirement will likely put many valuable publications out of business. It will particularly destroy the many fine free and low cost information publications that are currently available. This curtails the flow of valuable information to everyone. There is also harm to consumers, because of the problem of properly knowing their intent when they unsubscribe from a list. In addition, these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less.I am quite concerned of the potential problems thisruling could involve, and urge you in the strongestpossible terms to reconsider its implementation in light of these problems which may likely lead to a severe crippling of this otherwise highly effective and interactive media.Respectfully,Dr. Ammon BalasterColorado, USA
