However, I am concerned about one aspect of those efforts, the proposed requirement for merchants to maintain suppression lists.I feel that because there are so many problems and costs associated with this idea, and due to the possibility of much damage which could be done to consumers and businesses alike, I must urge you to consider this matter most carefully.Requirement of suppression lists will seriously impair and harm many of the legitimate publicationsavailable on the Internet. My primary concern is for harm to publishers who require permission from the consumer prior to adding them to any list.These publishers are not spammers, which CAN-SPAM was designed to put out of business, but this requirement will very likely have the effect of putting these legitimate publishers out of business.I am also concerned about the potential forsignificant harm to consumers, relating to the problem of properly knowing their intent when they unsubscribe from a list.Furthermore, these suppression lists could easily fall into the hands of spammers, leading to an increase in spam, not a decrease.I was shocked at the potential problems thisruling could create, and I urge you in the strongestpossible terms to reconsider this ruling's implementation in light of these problems.Respectfully,David FrostNevada, USA
