Subj: CAN-SPAM Act Rulemaking, Project No. R411008Dear Commissioners,Thank you for your commitment to attack the problem of unsolicited bulk email. I receive upwards of 4,000 a day. However, as a family based e-retailer of Spanish food I am concerned about the proposed requirement for merchants to maintain a suppression list. There are several problems and costs associated with this idea, with much damage done to consumers and businesses alike.I send out an opt-in newsletter on the Internet. The bureaucracy involved in maintaining a suppression list will seriously damage many of the legitimate publications available on the net. My specific concern is for harm to publishers, like myself, who require permission from the consumer prior to adding them to any list. We are not the people CAN-SPAM was designed to put out of business, but this requirement will be adding a substantial cost to the businesses.There's also the potential for significant harm to consumers, both by presuming the reasons why they unsubscribe, and by circulating lists of email addresses which could easily fall into the hands of spammers, leading to more spam instead of less.Although the spam is invasive and irritating and must be addressed, one must be cautious before limiting freedom in the arena of e-commerce.CordiallyDonald B HarrisPresident, Tienda.com*REDACTED PERSONAL INFORMATION*
