Re: CAN-SPAM Act Rulemaking, Project No. R411008To the Commissioners,I congratulate you on your efforts to curb the problem of unsolicited bulk email. However, my concern is about the proposed requirement for merchants to maintain suppression lists. There are many problems and costs associated with this idea. Because of the damage that could be done to consumers and businesses alike, I feel I must urge you to consider the over-all effects of this matter.Requirement of the use of suppression lists willseriously damage many of the legitimate publications and businesses available on the net.My specific concern is for harm to publishers who require permission from the consumer prior to adding them to any list. These businesses are not who CAN-SPAM was designed to regulate. Although, this requirement will very likely have that effect.I was quite surprised at the potential problems thisruling could involve, and urge you in the strongestpossible terms to reconsider its implementation in light of these problems. Think of the ramifications to each honest businessman or woman providing care and due diligence to its business endeavors.Respectfully,Janice Douglas Carol Stream, ILUnited States of America
