Re: CAN-SPAM Act Rulemaking, Project No. R411008To the Commissioners,I am in favor of your efforts to curb the problem ofunsolicited bulk email. However, I have deep concerns about your proposed requirement for merchants to maintain suppression lists.There are tremendous problems and costs associated with this plan, and so much damage can be done to consumers and businesses alike, that I must prompt you to reconsider this matter very carefully.To require the use of suppression lists, willseriously damage many of the good and decent publications available on the net. My biggest concern is the harm to publishers who require permission from the consumer prior to adding them to any list.We are not the ones CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect. PLEASE reconsider.There is also the probable harm to consumers, because of the problem of properly knowing their intent when they unsubscribe from a list. On top of that, these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less.I am immensely chagrined at the potential problems this ruling could cause, and request of you to very seriously reconsider its passing due to the enormous difficulties that lie ahead if this plan is implemented.Kindest and most serious regards,Owen L.
