Re: CAN-SPAM Act Rulemaking, Project No. R411008To the Commissioners,I agree whole-heartedly with your efforts to curb the problem of unsolicited bulk email. However, the proposed requirement for merchants to maintainsuppression lists is of great concern to me.The damage both to consumers and businesses alike will, in my opinion, be so extreme that I feel I must ask you to re-think this matter most carefully.The use of suppression lists will DESTROY many of the legitimate publications now on the net. My specific concern is for harm to publishers who require permission from the consumer prior to adding them to any list.CAN-SPAM was designed to put SPAMMERS out of business, but this requirement will very likely not have that effect, but rather will destroy the very significant, and legitimate, business activity that has grown globally and supports thousands who have been down-sized or out-sourced out of a "traditional" job.In addition, Consumers will also be placed in harms way because of the problem of properly determining their intent when they unsubscribe from a list. On top of that, these suppression lists could easily fall into the hands of spammers (and most likely will) leading to substantially more spam instead of less.The potential problems this ruling could involve are very real and of great concern to the legitimate business community. Once again, I ask that you seriously re-think the interpretation and to reconsider its implementation in light of these problems,Respectfully,Andrew Boyd Ontario, Canada
