The ISP's who host websites that are the subject of spam should be also held responsible for the proliferation. The FTC should also encourage a "self-policing" program whereby reputable ISP's (earthlink, AOL, etc) block ALL content from ISP's who host "spamvertizers" (e.g. NIC.BR, CERTCO.KR being the most egregious).
