It's the commercial houses that are causing the problems. Kill all spam, but don't kill ill-informed users of the computer. My Father-in-law forwards stupid email to me all the time, that's not spam - - it's ignorance. Ads for penile growth are the kind of things that drive me crazy (guess what: my Father-in-law never sends me these). The one to be held liable is the originator of the email.
