You're making this too dificult... like IRS laws. Keep it simple. NO MASS MAILINGS. No mailings that do not VERY SPECIFICALLY ID sender = name, address, telephone # AND STATE< COUNTY<AND CITY BUSINESS LICENSES. No business license...... no email advertising. No PORN unless specifically requested. No drug by mail unless specifically requested. Violators need JAIL TIME. This is a serious crime against business and personal property. Anyone sending anonomous email needs jail time This must stop
